((General rules))
1-
According to
this scheme, so the vessel owner will be responsible of any
financial duties caused by vessel activity, even if not written in the
contract.
2-
Vessel owner
shouldn't depart the fees and written in this scheme.
3-
Any marine
unit acting in maritime field will be supposed as vessel.
4-
Any vessel
controvert ting for wrong data about transport charge (noloon), will occur
to legalistic responsibility.
5-
Shipping
agent is the legal way to deal with vessel captain and crew.
6-
Fees and prices
are considered for oil ports. and should be paid.
7-
Vessel owners
have to provide the manifest cargo showing maritime transport charge (noloon) to
his agent at time of arriving.
8-
Increasing&decreasing in fees and dues are not allowed, and if happened,
then will face legalistic responsibility.
Shipping agent duties
1-
Shipping
agent should be committed to provide all services needed for the vessel in
legal limits, and all services for management ports as well.
2-
Shipping
agent should be committed to all legal responsibilities in behalf of the
carrier according to Libyan law and international agreements.
3-
Shipping
agents have to determine writers, counters for each hatch of the vessel and
providing recommended statement of cargo at time of loading or discharging
up to 24 hrs.
4-
Writers and
counters wages should be paid from the vessel
